Matthew is a Partner in Pitcher Partners Consulting with extensive experience in providing commercial and financial services to a broad range of private and public sector clients, both in Australia and the United Kingdom. Matthew has worked with in the consulting group since 2007.
Over the past five years Matthew has provided advice to a number of Government entities regarding major infrastructure procurements, with a focus on the emergency services sector. This included advice on price and cost analysis, evaluation of market proposals, and the development of service payment models and abatement structures to support performance regimes. An important part of these engagements was also providing commercial advice in relation to various government contractual structures. For example, working with legal and technical advisors to develop commercial clauses and development of risk allocation models.
He is a recognised around Australia as an expert in commercial and financial advice to the transport industry representing the majority of operators and associations. He provides advice in relation to their financial structures and long term infrastructure contracts with various State Government departments. Transport contracts are procured generally through either sole source negotiation, using benchmarking to achieve strong commercial outcomes and value for money, or through contracts procured through competitive tender.
Prior to joining Pitcher Partners, Matthew worked with a number of Government Departments in the United Kingdom delivering major financial transformation projects, including the UK Cabinet Office, the Department of the Deputy Prime Ministers and the Public Guardianship Office.
Matthew combines significant commercial experience with extensive financial and business qualifications. He has a number of specialist areas of expertise that are applied in his work with Government across Victoria and with Industries around Australia.
